The zoning/omgevingsplan and your dormer
Beyond the Building Code and aesthetics, the zoning plan (from 2024 part of the Omgevingsplan) determines whether a dormer is planologically allowed at your address. Most residential zones permit it, but in rural character zones or new estates with strict image quality there can be friction.

What the plan controls
Maximum building height (metres or storeys), max gutter height, roof pitch requirements (often 30-60° required), max dormer dimensions under ancillary structures rules.
For some new estates: an 'image quality plan' with extra requirements for material and look. Estates like IJburg (Amsterdam), Leidsche Rijn (Utrecht) and Vinex locations often have strict plans: facade colour, tile type and even window profile width are prescribed.
How to check for your address
Go to ruimtelijkeplannen.nl or the Omgevingsloket and search by address. Read specifically the 'plan rule article' for your designation (usually 'Wonen' or 'Wonen-1'). Building height and ancillary structure rules live there.
If unsure: request pre-application consultation (€100-€250). You get written advice within 3-4 weeks, which can form the basis for your final application.
Deviating from the plan
If your dormer doesn't fit, you can apply for a 'permit for deviation' (formerly 'kruimellijst', now via art. 5.21 Omgevingswet).
Municipality can grant if 'no disproportionate impact' on urban and landscape image. Procedure runs longer (8-26 weeks) and costs more in fees (€800-€1,500). Success rate depends on local precedents: if 2-3 neighbours already have similar deviations, 75-85%.
Specific pitfalls by area type
Pre-war city extensions (Amsterdam Schil, Den Haag Statenkwartier): often 'umbrella plan protected city view' applies, with strict material and colour rules.
