The environment permit for a dormer

Since 1 January 2024 the former 'omgevingsvergunning' falls under the Omgevingswet. The procedure is streamlined but requirements remain. For front-of-house dormers a permit is almost always required; on the rear only when you exceed permit-free limits. This page covers when, how much and what the municipality checks.

When a permit is required

Front of house: always, regardless of size. Rear: only permit-free if the dormer is at most 1.75 m high, at least 0.5 m from sides, and you don't live in a protected city or village view zone.

Side facade: usually requires a permit. Listed buildings (national or municipal): always, with an additional monument permit or an integrated assessment via the Omgevingsloket.

What the municipality checks

Three main areas: 1) Aesthetics — does the dormer fit the streetscape per the policy. 2) Structure — Bbl (Building Code) compliance on load, fire safety, ventilation and insulation. 3) Zoning/omgevingsplan — does the addition fit allowed building height and use.

Since 2024 done as one integrated test, with a single submission in the Omgevingsloket. You upload drawings (site, plan, elevations, section at 1:100), structural calculation for dormers >3 m, and possibly an aesthetics advice.

Cost and timeline

Fees: €300-€700 by municipality. Regular procedure: 8 weeks (extendable by 6). Extended procedure for complex review (listed status, protected view): 26 weeks. You may not start during the procedure.

On top of fees: architect/drawings (€500-€1,500), structural calc (€350-€750) and for listed buildings a cultural-historic advice (€600-€1,200). Plan €1,500-€3,500 in preparation costs aside from the build itself.

The role of the objection period

After grant, a 6-week objection period runs. Neighbours and stakeholders can object. Practical advice: hold final payment and build start until after this period, or accept the risk that a substantiated objection could annul the permit.

You only have an 'irrevocable' permit after this period. On sale buyers nearly always request this document; keep it in your house file.

FAQ

Can I start before the permit is granted?
No. Building before grant is forbidden, even if you're sure of approval. Violation triggers a stop order plus penalty of €5,000-€20,000.
What if the municipality misses the 8-week deadline?
Under regular procedure, 'lex silencio positivo' applies: missed deadline means automatic grant. Request a written declaration of automatic grant.
Can I get a fast-track procedure?
No. You can use pre-consultation (€150-€300) for early feasibility clarity before the formal application.
What does an average application cost in total?
For a standard 4-metre dormer: €450-€700 fees + €800-€1,500 drawings + possibly €350-€750 structural calc. Total €1,600-€2,950.
How long is the permit valid?
Three years after grant you must have started building; otherwise it lapses automatically.
